Change of Election Methods
by Craig Bowden
January 13, 2012
The Washington Colony Elementary School District is beginning the process to change the methods by which our Board of Trustees is elected in order to comply with California Voting Rights Act (CVRA) of 2001 legislation. This legislation makes all at-large election systems in California for cities, school districts and special districts vulnerable to legal attack, largely on proof of racially polarized voting, regardless of whether a majority district can be formed and, under the interpretation adopted by plaintiffs in other pending CVRA cases, without regard to the electoral success of minority candidates or the need to prove that actual racial injury exists. There are several meetings scheduled to provide further information to the public and to discuss the process by which the District intends to comply with this legislation. A general information meeting is scheduled for Wednesday, January 18, at 4:30 p.m. in room M-5 at Washington Colony Elementary School. A Public Hearing will also be held Tuesday, January 24, at 6:30 p.m. in room M-5 during a Special Board Meeting in which the Board will take necessary action steps on the process to change the election methods. Please refer to the following links for more detailed information regarding each meeting.
